The problem with this spec is that it's license is really prohibitive... do you have any suggestions?

Is this that prohibitive? How is it more prohibitive than the old license?

- This license grants the Licensee access to the SWF file format specification to aid in the creation of software which creates SWF files.
- This license does not permit the usage of the specification to create software which supports SWF file playback.
- The SWF output from the Licensee software must create content which renders error free in the latest publicly available version of Macromedia Flash Player.

How about this:
b. You may not use the Specification in any way to create a server, executable, or other program that will stream or deliver data from a client to a server, from a server to another server, or from a server to a client.
You'll surely agree that this IS prohibitive.
