Version 0.9 of the JSwiff framework contains a Java API for Flash file manipulation, enabling SWF import as well as export. All features of Flash 7 are supported.
If you want to explore the internal structure of Flash files, the Investigator is a handy tool for this purpose. It shows you a hierarchical view of the tags, records and actions of a Flash file, making development with the API much easier. Two screenshots of Investigator are attached, in order for you to get a first impression.
